Roadmap for Wastewater Fee Approved in Bac Ninh

On 1 August, 2012, Bac Ninh PPC promulgated the Decision No. 49/2012/QD-UBND on collection of wastewater fee in Bac Ninh City which defines wastewater fee and environmental protection fee as follows:

  1. All households in the wards and communes that are supplied with piped water shall pay wastewater fee in accordance to the Decree 88/2007/ND-CP dated 28 May, 2007 by the Government of Vietnam. The roadmap is specified as follows:
    1. From 1 October, 2012 (when the wastewater treatment plant is put into operation) to the end of 2014: the wastewater fee will be charged as much as 50% of the operation and maintenance cost:

      Group Drainage/Sewerage Discharger Wastewater Fee (VND/m3)
      1 Residential Households and public use  1,500
      2 Administration 1,500
      3 Commerce and Service 2,300
      4 Production 3,000

    2. From 1 January, 2015 to end of 2017: the wastewater fee will be charged at 70% of operation, maintenance, depreciation of mechanical and electronic equipment costs.
    3. Beyond 1 January, 2018: the wastewater fee will cover full cost of operation, maintenance, depreciation of mechanical and electronic equipment and construction works.
  2. The remaining households in the communes that are not served with clean water shall pay the environmental protection fee for wastewater as defined in the Decree No. 67/2003/ND-CP dated 13 June, 2003 by the Government of Vietnam. The fee is 10% of the average clean water tariff at the time of payment.

After Soc Trang, Bac Ninh is the second province of the Wastewater Management Programme (WMP) that approved the wastewater fee based on the operation and maintenance costs and a wastewater fee roadmap towards full cost recovery beyond 2018.

One day before the approval of the wastewater fee, on 31 July, 2012, Bac Ninh PPC promulgated the Decision No. 48/2012/QD-UBND on issuance of the Local Regulation on Drainage and Sewerage in Bac Ninh City, Bac Ninh Province.
