Consultation Workshop on Draft Decree on Amendments to Decree 88/2007/ND-CP on Drainage and Sewerage in Urban Areas and Industrial Zones

The Ministry of Construction (MoC) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH conducted a consultation workshop with key players of the wastewater sector in Viet Nam on draft Decree on amendments to the Decree No.88/2007/ND on 13 and 19 September, 2012 in Hanoi and Binh Duong Province respectively. One hundred participants took part in the workshop in Hanoi while 130 people participated in the workshop in Binh Duong. The participants came from provincial/city people’s committees, departments of construction, natural resources and environment, transport, planning and investment, finance, professional organisations, academies, wastewater management companies, management units of industrial zones… The workshop in Hanoi was chaired by Dr. Nguyen Hong Tien, Director General of Technical Infrastructure Administration and in Binh Duong, it was chaired by Mr Cao Lai Quang – Permanent Vice Minister of Construction. From GIZ, Mr. Hanns Bernd Kuchta – Programme Manager attended and delivered welcome remarks.

D88 Binh DuongAccording to Dr. Nguyen Hong Tien, after 5 years of implementation, Decree 88 has been brought to life and contributed to important developments of the wastewater sector. However, based on the desk study and comments from the provinces, there are some areas for amendments such as drainage and sewerage planning, incentives for organizations and individuals to make investment in drainage, sewerage and wastewater treatment, ownership of assets, wastewater tariffs, sludge management, treated wastewater management, stormwater management…

At the workshops, representatives from selected provinces and cities presented their experiences and best practices on wastewater tarriff collection (Hai Phong and Soc Trang) and development of local regulations on drainage and sewerage (Binh Duong and Bac Ninh).

The two workshops provided policy-makers with the opportunity to receive direct feedback, comments, and recommendations from stakeholders in the wastewater sector on the proposed amendments to Decree 88. This would contribute to ensure that the revised Decree 88 would meet the actual requirements and expectations of the population and at the same time, foster the development of wastewater sector in Vietnam.

This draft decree is expected to be submitted to the government for approval by the end of 2012.
