Vice Minister of Construction Cao Lai Quang received the Delegation from the Embassy of Germany

On 12 December, 2012, Vice Minister of Construction Cao Lai QuaVM received GDng and representatives from the Administration of Technical Infrastructure and the Department of International Cooperation received the Delegation from the Embassy of Germany led by Ms. Annette Frick – First Secretary.

On behalf of MoC leadership, Vice Minister Cao Lai Quang extended a warm welcome to the German Delegation for the visit to MoC which strengthened the cooperation between the two parties. He greatly appreciated the assistance and support of German Government to Vietnam in general and to the Ministry in particular, especially in issues of highest priority of the country such as wastewater and solid waste management, green development, capacity building… In addition, he expressed his wishes to maintain and enhance the existing fruitful and efficient cooperation in the coming years.

At the meeting, Ms. Annette Frick confirmed the continued support from the Government of Germany to Vietnam in both financial and technical terms in focused fields, namely urban development, wastewater and solid waste management, vocational training… She observed that Vietnam, after some time of development and integration, in addition to encouraging achievements gained, is still facing the challenges of pollution, traffic congestion and flooding due to rapid urbanization, irrationalities in policies and mechanisms, the inefficient experiences and management capacity of central, provincial and local levels as well as limited awareness of the community. Despite of the fact that Vietnam is moving into the group of middle-income countries, that means many countries will gradually withdraw ODA for Vietnam, Ms. Annette Frick said the German Government committed to maintain the current ODA funding for Vietnam in the years to come.

Ms. Annette Frick also addressed some irrationalities in the Decree No. 88/2007/ND-CP on drainage and sewerage in urban areas and industrial zones of Vietnam which should be amended, among others, collection of wastewater tariffs to cover management, operation and maintenance of the wastewater treatment plant and the drainage, sewerage system, household connections, master planning and detailed planning, appraisal of works quality…

Sharing the observations of Ms. Annette Frick about the Decree 88, the Vice Minister informed that the Compilation Group has been tasked to consult relevant ministries and agencies on the amendments of Decree 88 and the timeframe for submission of the Decree 88 to the Government has been changed to the third quarter of 2013. He also added that the roadmap for wastewater tariff increase is being developed in order to ensure cost recovery for operation and management and the criteria for assessment of works quality is being studied to make it appropriate for water and wastewater sector.
