New publication: Guideline and Excel Table on Elaborating Annual O&M Programmes

A key aspect for the improvement of urban wastewater service delivery and sustainable operation and maintenance (O&M) of wastewater infrastructure in Vietnam’s cities and towns is the shift from supply- to demand-driven planning of annual O&M activities and the required budgets.

As a relict of the pre-doi moi era, until today Vietnamese wastewater service utilities throughout the country keep on planning the amounts of labor and material input for their O&M activities according to annual budgets which are fixed in the beginning of each fiscal year. Cost norms published by Ministry of Construction (MoC) dictate the amount of money that may be accounted for a cubicmeter of sludge that is removed from a sewer or manhole. This manner of budgeting, planning and accounting stands in contradiction to modern, performance-based and economically sustainable service delivery of high quality. Unraveling this matter must be the center of attention during the development of a replacement decree for Decree 88/2007/ND-CP, as well as the objective of any wastewater related institutional strengthening programme in the country.

To initiate said changes towards demand-driven O&M planning and budgeting, WMP has developed a simple but effective MS-Excel calculation table which shall help wastewater companies to calculate the number of staff and machines as well as the amounts of energy and materials required to achieve set targets and agreed service quality standards. Basic condition for the application of the table is an overview of the number and condition of existing wastewater assets (Asset Documentation).
