Assessment and Challenges in Establishing Provincial Regulations, Provincial Wastewater Service Tariff Roadmap, and Lump-Sum Operation and Management Contracts

The Policy Advisory Team of WMP, in consultation with partners at national and provincial level, has prepared three important papers: (1) Assessment and Challenges in the Process to Establish the Provincial Regulation for Drainage and Wastewater Management; (2) Assessment and Challenges in the Process to Establish the Provincial Service Tariff and its Implementation Roadmap and (3) Assessment and Challenges in Establishment of the Lump-Sum Performance Management Contracts for O&M of Drainage/Sewerage Systems. These three papers reflect experiences and lessons learned of GIZ and 13 provinces under the Wastewater Management Programme and the Flood Proofing Programme over the past years. They not only provide readers with background and context, analysis of key issues and problems for each theme but also propose recommendations to the Ministry of Construction and provincial leaders in guiding and facilitating implementation. Moreover, the highlight of the papers is a practical process that presents a step-by-step guide for the establishment of the above-mentioned key documents. The documents are of great use for provinces in the process of implementing Decree No. 80/2014/ND-CP on Drainage, Sewerage and Wastewater Treatment.
