Achievements to Date

• The Prime Minister of Viet Nam approved the Decree No. 80/2014/ND-CP dated 6 August, 2014 on Drainage, Sewerage and Wastewater Treatment to replace the Decree No. 88/2007/ND-CP. The Decree No. 80 was developed based on a series of intensive stakeholder consultations and in-depth studies on key issues conducted during the drafting of the Decree.

• The result of the national survey conducted by MoC and GIZ in early 2015 shows that: 100% of 93 respondents, who are managers, leaders or officials from 55 provinces confirmed that the Decree 80 constitutes an improvement, 86% said the Decree 80 enables effective and efficient wastewater management and 82% agreed that the Decree 80 enables sustainable wastewater management.

• To implement the Decree 80, the Ministry of Construction issued Circular No. 04/2015/TT-BXD dated 3 April, 2015 guiding the implementation of some articles of the Decree and Circular No. 02 /2015/TT-BXD dated 2 April, 2015 guiding the methodology for pricing wastewater services.

• Bac Ninh province local regulations on drainage, sewerage and wastewater treatment as well as the roadmap for wastewater tariffs towards full cost recovery beyond year 2018.

• Soc Trang was the first province in Viet Nam to establish user charges with the aim of Operation & Management (O & M) cost recovery.

• Nine provinces of the Programme have been supported in developing a long-term and annual drainage and sewerage plan as a basis for attract investment and improve service quality.

• Nine provinces have been supported to establish performance based O & M contracts, provincial regulations for wastewater management, wastewater service tariff roadmaps, and cost norms and technical standards for O & M of the existing drainage a sewerage systems.

• The Programme approach to establish a regulatory framework is upscaled in four provinces outside of the programme area.

• Six companies have developed their corporate development plan towards developing into modern operators. They have conducted institutional reforms to respond to the new situation, e.g. setting a customer service, a wastewater division and a knowledge management unit.

• A training needs survey was conducted in wastewater companies in Viet Nam to identify training gaps as a basis for the development of comprehensive training modules.
